Shassar told the council the plan’s steering committee had identified five priority aims and proposed organizing working groups to achieve “measurable progress” on those aims. He described the city appropriation as intended to “fund at least in part of a project manager” to coordinate working groups, listening sessions and quarterly learning sessions. Shassar said the two‑year budget for the initial work is about $220,000.
Shassar said the steering committee has been fundraising and cited an update over the previous weekend about “the possibility of an additional substantial funding from the New Hampshire Charitable Foundation.” Another speaker noted the Granite United Way has offered to serve as fiscal agent and to help recruit and house the program manager.
Shassar asked the council to table the city appropriation while private fundraising continues; the motion to table passed on a voice vote.
No formal appropriation or contract award was adopted at the meeting. Council members stressed the effort is intended as a public‑private partnership and said they expect the steering committee to return with further fundraising results and a refined request to the council if needed.
