DuPage County Transportation Committee approves contracts, amendments and awards for 2025 pavement, equipment and services

Approved items included renewal and term contracts for service and parts for diesel trucks and plows; on‑call repair services; Force America parts; refuse and recycling pickup; guardrail installation and repair; Ford parts; and professional construction engineering services for the 2025 pavement maintenance south and north programs.

The committee also approved extensions and closeouts for several existing purchase orders and contracts, including an extension for American Surveying Engineering for right‑of‑way negotiation services through 05/31/2026; an extended purchase order for Rush Truck Centers of Illinois to deliver eight plow trucks through 11/30/2025 (fiscal year line changes noted); and closing of remaining encumbrances for LTOFA Industries (Caterpillar parts) and AutoTech Centers (Goodyear tires), noting those contracts had expired in 2024.
Amendments to prior resolutions and contracts were approved, primarily decreasing remaining funding and closing contracts for several 2020–2023 programs. The committee approved multiple amendments that reduced county costs for LED traffic signal replacements, intersection improvements with the village of Carol Stream, 2021 sidewalk improvements and multiple township resurfacing and pavement programs. One amendment increased a 2023 pavement maintenance north contract by $150,610.95, resulting in an amended contract total of $6,438,910.95 (an increase of 2.39%), which staff said reflected additional work encountered during closeout.
Awards for 2025 projects approved by voice vote included: - Geneva Construction Company — Winfield Township Liberty Street resurfacing project (estimated township cost $116,579.57; no county cost). - Triggy Construction — 2025 sidewalk improvements program (estimated county cost $985,127.30). - K5 Construction Corporation — 2025 pavement maintenance south program (estimated county cost $7,150,125.82). - Builders Paving LLC — 2025 pavement maintenance north program (estimated county cost $7,524,912.96).
During discussion of contract closeouts and one 2023 increase, committee member Mister Zedd asked why the 2023 pavement maintenance north contract required an increase despite perceived poor performance. A staff member replied that additional, unexpected work — damaged sidewalks, pavement conditions and deteriorated curbs — was identified during construction and that final closeouts and quantity agreements can take time.
All motions described above were approved by voice vote; the meeting record shows “All in favor? Aye.” The committee also approved an intergovernmental agreement (DTR00925) with the Winfield Township Road District for the Liberty Street resurfacing project with no county cost.
