Resident tells DuPage County committee traffic, noise and air pollution from Winfield/Liberty Street are affecting neighborhood

Sharon Keller, a resident of Swan Lake Court, told the DuPage County Transportation Committee that traffic on Liberty Street/Winfield Road is “crazy,” producing both heavy volumes and loud, harmful noise.

Keller said she has counted as many as 75 vehicles in an hour and that one five‑minute period she observed nine vehicles — “which if you multiply that out, that's a hundred and 8 or so an hour.” She told the committee she purchased a decibel meter and measured peaks of about 110 decibels, and said that “the exhaust fumes are horrible” and that street racing has resumed with warmer weather. Keller said the wooden fence along her property is deteriorating and that she has contacted the Illinois Environmental Protection Agency, the Illinois Department of Public Health and Illinois Pollution Control about noise and air pollution between Roosevelt and Mac.

Keller asked whether any traffic studies had been completed and, if so, what the results were. She also thanked committee members for work on a nearby path.

The committee voted later in the meeting to approve an intergovernmental agreement between DuPage County and the Winfield Township Road District for the Liberty Street resurfacing project (DTR00925); the committee recorded that the project carries no county cost.

Why it matters: Keller's comments raise public‑health and quality‑of‑life concerns that neighbors and local officials sometimes cite when planning roadway resurfacing and traffic mitigation projects. The committee's approval of a Winfield Township resurfacing agreement means the township will move forward with resurfacing work under an intergovernmental agreement; the county recorded the agreement as having no county cost.

The record does not show the committee directing staff to perform a new traffic or noise study in response to Keller's remarks. Keller said she has made complaints to state agencies; the committee did not cite a county study or present new data during her public comment.

The meeting proceeded with procurement and contract approvals after public comment; the committee approved a package of contracts, amendments and awards for pavement maintenance, sidewalk work and equipment through 2026 and beyond.
