Council awards Level LLC contract for West 15th Street improvements after public hearing and amends project limits

The North Platte City Council on April 15 closed a public hearing for a Community Development Block Grant (CDBG)-funded street project and approved a contract award to Level LLC of North Platte for street improvements along West Fifteenth Street and North Custer Avenue.
Kevin, a city staff member presenting the public hearing, said the hearing was required by the grant and that the city had received grant funding. "The public hearing that is tonight is a requirement for the grant funds that we received. We received a $4,440,200," Kevin said.
Bids for Street Improvement District No. 364 were opened and Level LLC submitted the apparent low bid. The original motion approved the contract and authorized the mayor to sign for Level LLC for $402,228 for West Fifteenth Street from Custer to Hayes and North Custer Avenue from Fifteenth to Sixteenth Street. Councilmember Lucas proposed the council amend the project to extend the paving from Sixteenth Street to Seventeenth Street and to limit spending to the maximum allowed by the grant; city engineer Brent Brooklyn recommended amending the contract description that evening to keep everybody "on the same page." The council amended the motion and passed the item as amended.
Councilmembers clarified scope and costs: Brooklyn said the added quantities for the extra block would alter the bid amount but that the total should still be less than the budgeted grant-and-city-match amount. A council member asked whether the project included sidewalks; Brooklyn confirmed it did. Councilmembers also confirmed the work would be funded by CDBG and that, "It's a CDBG grant, so we cannot assess property," Brooklyn said, clarifying that property owners would not be assessed for the improvement.
The amended motion authorized the mayor to sign the contract with Level LLC with the added extension to Seventeenth Street and limited the city's payment to the maximum the grant would allow. Council approved the amended item.
