At its April 16, 2025, meeting the City Council of Doral, Florida, approved a series of resolutions, ordinances and administrative actions on consent and after short presentations. Listed below are the formal actions taken and the recorded roll-call outcomes.
Nevar Pena settlement (Item 6C) The council approved a resolution approving a settlement agreement with Nevar Pena. Motion to approve by Councilwoman Nina Cabral, seconded by Councilman Rafael Pinedo; roll call passed with all council members voting yes.
Glen Storzenberg settlement (Item 6D) The council approved a resolution approving a settlement agreement with Glen Storzenberg. Motion to approve by Councilwoman Nina Cabral, seconded by Councilman Pinedo; roll call unanimous in favor.
Community-based organization grants (Item 6GS) The council approved the fiscal year 2025 community-based organization grant awards listed in the agenda: $33,350 to Mary Plus Community Services Corp; $2,450 to The Rock Contemporary Art Museum; $3,150 to Duda Arts Inc.; $3,750 to Everlasting Downs Foundation; $3,750 to Miami Dynasty; $4,300 to Passion for La Pesca; and $4,250 to SVC Foundation. License-plate reader procurement (Item 6M) The council authorized the city manager to use a General Services Administration (GSA) contract (GS07F0031W) negotiated with Millennium Products to purchase license-plate readers and related equipment in an amount not to exceed $1,000,000, with expenditures from account 001600550647. Motion to approve was made by Councilwoman Nina Cabral and seconded; the roll call vote was unanimous in favor.
Memorandum of Understanding with ICE (Item P) The council authorized the city manager to enter into an MOU with U.S. Immigration and Customs Enforcement (ICE) (see separate article for extended discussion). Motion by Councilwoman Nicole Reynoso; second by Councilman Rafael Pinedo. Roll call: all yes.
Special exception — Smash Paddle Courts (public hearing Item 25-6110) Council approved a special exception to permit fitness/sports services larger than 5,000 square feet at 8080 NW 58th Street (proposed indoor paddle facility totaling 36,612 sq ft with seven courts, concessions and offices). Staff recommended approval; motion passed by roll call (all yes). The approved site plan included enhancements to parking, landscaping, bike racks and public art; staff recorded 48 parking spaces.
Modification to settlement with Doral Costa Capital LLC / Oasis of Doral The council approved a modification to a 2023 settlement agreement concerning the Oasis of Doral multifamily development (related to parking provisions under the Live Local Act). The amendment resolves outstanding parking issues and allows the project to proceed; roll call was unanimous.
Ordinances and administrative code changes - Ordinance 2025-14 (amending Article 3: Boards, Committees and Commissions) — approved on first reading (roll call: unanimous). - Ordinance 2025-15 (amending Chapter 8: Peddlers, Solicitors and Canvassers — moves permit responsibility to Planning and Zoning for commercial canvassers/peddlers) — approved on first reading (roll call: unanimous).
