Board approves consent agenda, policy updates, bus replacement plan and CDL drug-testing rule

On April 14 the New Albany-Floyd County school board unanimously approved a broad consent agenda, three policy packages and a revised bus replacement plan and adopted a revised drug and alcohol testing policy for commercial drivers and other employees.
The New Albany-Floyd County Consolidated School Corporation board on April 14 unanimously approved a consent agenda and several routine and operational items, including service agreements, textbook adoption, facilities work and a revised replacement plan for school buses. The board also approved policy updates and a revised drug- and alcohol-testing policy for commercial drivers and other employees.
The consent agenda — with the exception of a Prosser Construction Trades home-purchase item that was removed after an outside offer was rescinded — passed on a motion and second and was adopted by roll call without dissent. Items listed on the consent agenda included approval of minutes from prior sessions, approval of claims and payroll, approval of monthly transfers from the education fund to operations, a staffing report, the following contracts and agreements: a service agreement between Neola and New Albany-Floyd County Schools; an agreement with Livers Consulting LLC (transcribed as Curtis and Livers Consulting LLC); an agreement with Think Social Publishing Incorporated; and several maintenance and construction items including award of a bid for electrical trainers at Prosser Career Education Center, an HVAC maintenance agreement with Adam Chemical Incorporated, a plumbing preventative maintenance agreement with HMC Service Company, approval of cooling tower installation at New Albany High School and a boiler replacement at Prosser Career Education Center. The board also approved a certificate-of-deposit renewal, the Prosser instructional calendar for 2026–27, student Chromebooks purchases, new driver hires and training hours and compensation, and auxiliary gym repairs at Floyd Central High School.
Board members noted that any item may be removed from the consent agenda for separate discussion; the Prosser Construction Trades home-purchase agreement, the administration told the board, was being removed because an offer on the district’s property had been rescinded.
On policy matters the board completed a second reading and approved revisions to district policies in the 7000s, 8000s and 9000s, a package administrators said had been updated to reflect board comments and legal counsel guidance. Separately, the board approved a revised policy numbered in the record as 4162 concerning drug and alcohol testing of commercial driver-license (CDL) holders and other employees; the administration said changes reflect State Police requirements and routine bus inspection coordination. Both policy votes were unanimous.
The board also approved a revision to the district’s bus replacement budget plan (referred to in the record as the 2529 budget replacement plan revision). District staff told the board they moved plans from some propane-powered units to diesel as replacements were scheduled and adjusted estimated prices because of market uncertainty and tariffs; staff recommended approving the revised plan and the board voted 7-0 to adopt it.
