Council members debated whether residents—rather than developers or businesses—should absorb contract charges. After discussion a council member moved to rescind the additional charge for this specific resident and another member seconded. The motion passed with no opposition.
Council also directed staff to review fee schedules and billing procedures to avoid surprise invoices and noted the city is transitioning to an in-house planner; staff said the new planner will present at the next meeting.
