Board approves Duke Power easements and construction change orders for LEHI and North levee projects

Martinsville’s Board of Works and Safety on April 14 approved easements to allow Duke Power to install distribution lines and approved construction change orders for two ongoing infrastructure projects.
The board approved easements covering multiple parcels (parcel identifiers and owner names were given by staff) to allow a Duke Power line to be run through properties the city acquired for the levee. City staff described the total easement work as approximately $290,000 in scope for early parcels and additional parcels on the Wasing Point Hayes and Jerry Crickens properties approved separately.
The board also approved a $290,871.90 change order to Strigel Construction for the LEHI project to fill a low spot between the project area and a new pump station; staff said the work will be paid from the state-funded $14 million appropriation for that project and is within the contract contingency. “It’s a change order in the amount of $290,871.90 … It was a lot of dirt,” a staff speaker said.
A second change order for north levee work adjusted pipe angles from 45 degrees to 22 degrees where field conditions required it; that change order was $22,766.67. The board discussed a credit of roughly $24,460 tied to a previously oversized generator, which staff said will largely offset pending requests.
All items were approved on voice votes with no recorded opposition.
