The Seattle City Council on April 15 approved rezoning the property at 8601 Fremont Avenue North from single-family to Low Rise 2 with the Mandatory Housing Affordability (MHA) suffix, allowing a developer to build two apartment buildings with 53 affordable apartments.
Councilmember Solomon, chairing the Land Use Committee, said, "The rezone will facilitate the development of 2 apartment buildings containing 53 affordable apartments." The council adopted an amendment that attaches an executed property use and development agreement to the legislation.
The rezone was handled as two linked items: Clerk File 314491 (the application) and Council Bill 120962 (the official map amendment to SMC Chapter 23.32). The council voted to grant the clerk file as conditioned and then adopted Amendment A to attach a property use and development agreement (PUDa). The bill as amended passed on a recorded vote of six in favor, none opposed. Council members voting aye were Rink, Saka, Solomon, Hollingsworth, Kettle and Council President Sarah Nelson.
The PUDa, attached by Amendment A, sets development rights and responsibilities intended to facilitate the contract rezone. Councilmembers offered no additional substantive amendments at final passage. The chair will sign the ordinance and the clerk affixed the council president's signature on behalf of the council.
The rezone will change the official land use designation on the city's land use map and is intended to enable the construction described in the attached agreement. Further implementation steps — permit review, building approvals and any required environmental or utility reviews — will follow according to existing city processes.
