Cheyenne council approves zone change for 10.92-acre housing site, OKs pavement‑marking and asphalt contracts; 201-agreement exception postponed

Cheyenne City Council on April 14 approved several routine but consequential items: a third‑reading zone change for a 10.92‑acre housing development, a cooperative agreement with the Wyoming Department of Transportation for thermoplastic pavement markings, and multiple material contracts for street and alley maintenance. The council postponed action on a requested exception to a "201 agreement" until its April 28 meeting.

Zoning: The council approved on third and final reading an amendment to the official zoning map changing a parcel southwest of Wild Bluff and Ogden Road from MR (medium density residential) to NR2 (neighborhood residential, medium density). The Public Services Committee recommended approval; Councilmember Seagrave moved the ordinance and the motion carried on a recorded vote with several councilmembers announcing "yes" in the roll call. The ordinance was declared approved on third and final reading.

Pavement markings: The council approved a cooperative agreement with the Wyoming Department of Transportation for 2025 thermoplastic pavement markings in an amount not to exceed $234,845. City staff said working with WYDOT is expected to save roughly 25 percent compared with doing the work independently (staff estimate). Councilmembers said they hoped a substantial portion of the work would be done downtown and voiced a preference to complete markings before Frontier Days; staff said a letting date from WYDOT had not yet been provided.

Street maintenance contracts: The council accepted bid EDASH14-25 and awarded hot mix asphalt and cold mix purchases to JTL Group Inc. doing business as Knife River (hot mix not to exceed $367,625; cold mix not to exceed $75,000) and tac oil to Simon Contractors (not to exceed $19,200) for a combined total not to exceed $461,825. Public Works staff said hot-mix pricing is similar to last year (around $90/ton) and that cold-mix tonnage and pricing fluctuate year to year.

201-agreement exception: A resolution seeking an exception to a 201 agreement for property south of High Plains Road was postponed. The applicant had been working to submit an outside water‑user agreement; at the meeting Councilmember Dr. Rainey moved and Mr. Seagrave seconded a two‑week postponement, which the council approved. The item is scheduled for the April 28 meeting.

Other actions and referrals: The council referred an ordinance updating the solid waste fee schedule (sec. 8.44.0.01) to the Finance Committee and referred a proposal to repeal the downtown graffiti abatement pilot (chapter 12.28) to the Public Services Committee. A public hearing on a bar and grill liquor license application for Frontier Days LLC, d/b/a Chiba Hut, 3838 Atkin Street, was held; applicant Seth Larson described the business model, said alcohol accounts for about 9 percent of sales and that the location expects to hire roughly 30 employees with starting wages around $16.50 an hour and a general manager at about $70,000. The hearing record was assigned to the council's final committee. The council also announced a public hearing for a winery license application (Wagonham Wine LLC) set for April 28 at 6 p.m.

Next steps: items referred to committees will return for committee recommendation; the postponed 201‑agreement exception will be considered April 28. Contract awards and cooperative agreements may be executed per city procedures.
