Carpinteria library staff warn federal grant termination could cut digital resources and training

City library staff reported on April 14 that the California State Library received notification that a 2024–25 federal grant under the Institute of Museum and Library Services (the Library Services and Technology Act, LSTA) was terminated. Staff said the decision will affect statewide programs and subscriptions and could reduce access to some resources that benefited Carpinteria patrons and staff training.
What staff said: The staff report listed services and resources at risk if the state does not replace the funding, including statewide access to the New York Times, CalMatters learning resources, California Libraries Learn continuing education, subscriptions used by local literacy programs, volunteer recruiting supports and certain collection‑growth funds. Library staff said the direct local service impact should be "minimal" but that some statewide subscriptions and training opportunities were likely to be discontinued by July 1 if alternate funding is not found.
Why it matters: While local core library services would continue, staff training, statewide digital subscriptions and grant‑supported initiatives (workforce programs, lunch service partnerships and preservation/digitization services) are at stake — services that multiply the library’s capacity beyond its local budget.
Council action: The council received and filed the Carpinteria Community Library monthly report; staff will monitor state decisions and report changes back to the council.
Next steps: Library staff said they will inform patrons about program changes, pursue alternate training resources, and coordinate with regional partners to minimize service gaps. Staff also noted a number of ongoing local activities including literacy programs, ESL class outreach, summer staffing recruitment and strategic plan development into August 2025.
