Finance staff presents TIF management report and outstanding warrants; no council action required

City finance staff reported to the Scottsburg City Council on April 14 that the required TIF management report has been filed and that a set of outstanding warrants (checks not cashed for two years) were identified in city accounts.
Jan Harlan, a city finance staff member, said the TIF management report was uploaded and provided to the council and that the outstanding checks are the result of historically unclaimed disbursements. Harlan said the standard practice is to redeposit those funds to the issuing accounts and to reissue checks if payees later claim them.
“We just redeposit it back where, like sewer only had 3 outstanding, you know, sewer and water,” Harlan said, explaining the mechanics of handling small outstanding amounts and noting that state statute governs the process.
Harlan told the council there was no action required on either the TIF management report or the list of outstanding warrants; she offered to answer questions from council members. No further council action was taken on those items at the April 14 meeting.
