Andalusia City Council approves $79,800 for Third Avenue lighting, OKs home daycare permit

ANDALUSIA, Ala. — The Andalusia City Council on April 15 unanimously approved paying $79,800 from the city’s capital account to install street lighting along Third Avenue and granted a resident approval to operate a home daycare for up to four children.
The council also voted to approve the minutes from its April 1, 2025, meeting.
The lighting work is part of the Third Avenue Transportation Alternatives Program (TAP) sidewalk and street project. Council members said the TAP grant awarded to the city did not cover street lighting, so the city advertised separately and received a bid the council described in the meeting as coming from Stress Creek Inc. The council approved the $79,800 invoice and directed payment from the capital account. Council members said the lights will be similar in appearance to the city’s existing decorative street lights and will cover Third Avenue from East Three Notch Street up to the high school.
A councilmember noted it is generally less expensive for the city to procure and install the fixtures rather than leaving that work to the project contractor under the grant.
On a separate item the council approved an application from a resident to operate a small in‑home daycare at an address given in the meeting as 7213 Three Notch Street. The council said state officials had already approved the applicant; neighbors present spoke in support during the meeting. The permit approved by the council limits care to no more than four children, as noted in the application and state approval referenced at the meeting.
All three formal actions were approved by voice vote with no recorded opposition.
