Proclamations and acknowledgements approved included: a voluntary "Mow Less May" campaign encouraging low-input lawn practices (staff said enforcement of lawn-height code will be suspended for properties in good standing during May), an Adopt a Drain Earth Day Challenge Days proclamation to promote resident adoption and cleaning of storm drains, National Volunteer Week recognition and an Arbor Day proclamation with a May 3 tree giveaway (150 bare-root trees donated in part by Dakota Electric). Each proclamation was moved and approved by unanimous voice vote.
Consent agenda and MBTA item: The council approved the consent agenda items (6A–P) with item 6E — a resolution supporting Dakota County’s return to the MBTA board — briefly pulled by Councilmember Esler for explanation. Esler said Dakota County had previously left the MBTA board and that rejoining restores balanced representation for communities in both Scott and Dakota counties. The council then approved the resolution and the remainder of the consent agenda; the consent agenda vote was recorded 5-0.
Why it matters: The Adopt a Drain and stormwater-related items relate to water-quality and pollution prevention efforts; the Mow Less May proclamation is intended to support pollinator emergence and water conservation.
