Festus council approves planning and street contracts; approves violence‑reduction resolution and event permits

Separately, the council considered but did not approve work related to a proposed outdoor police firing range: a land‑clearing bid for Ultra Excavating was not moved and the ordinance to contract for shooting‑range construction (Bill 48‑16) was tabled after public comment and discussion.
