City engineer/consultant staff described the project area as streets just south of Rosemount High School, near the middle and elementary schools, and said most utility work (water, sewer, storm) is covered by utility funds rather than assessments. “I have not received any objections, in writing,” a city presenter said during the hearing, and no residents spoke during the public comment period.
