District reports mostly strong building-condition scores; lists summer capital work and major projects

Nicole Deltaso, the districtfacilities presenter, reviewed Evergreen's annual asset preservation (APPR) reporting requirements and condition scores for state-funded buildings.

Deltaso said the APPR applies to state fund-assisted buildings built after Dec. 31, 1993; for Evergreen that currently covers 21 buildings and will expand to 22 after the board's final acceptance of Mill Plain Elementary School. Scores are maintained in ICOS (Inventory and Condition of Schools) and reported to OSPI; certified third-party assessments occur every six years, she said.

The district conducts an internal annual review each January that factors recent repairs and capital renewals. Deltaso noted that the Emerald Elementary incident was not captured in the January scores because condition reporting is a snapshot in time. Building-condition scores are weighted averages across components; older buildings often sit in the "fair" range in the scoring matrix.

Deltaso listed summer capital-renewal projects: gym floor coatings at secondary sites, parking-lot sealing and repairs, interior painting (Columbia Valley, Covington, Union), carpet replacement at Covington corridors (to be converted to resilient flooring), fire-panel replacement at Fishers Landing, heat detector replacements, elevator card readers at Covington, and boiler replacements at Chehalah (added to a larger Union High School ESCO energy project).

Major projects discussed included an Evergreen High School kitchen and commons remodel (funded by USDA nutrition-service funds) that will go out to bid this summer, and Union High School rooftop-unit replacements and LED lighting upgrades (funded by capital funds program) to meet clean-building performance standards by June 1, 2026. Deltaso also described predesign and schematic design work for Cascadia Technical Academy's 100 Building; the team is working on geotechnical and survey work and coordinating construction while keeping the existing building occupied.

Deltaso told the board Union's sprinkler test required rework after spring break and that Evergreen's music-room additions would be cleared for temporary occupancy pending final city inspection. Board members asked about lower scores at one Union building; Deltaso said she would follow up with details from the full 269-page condition report.

No formal board action was taken during the presentation. Facilities staff will return with amended investment-grade audit reports and contract amendments where needed as projects progress.
