Committee approves amendment allowing right-in/right-out access at Randall Road and IL-64 despite safety concerns

Kane County—s Transportation Committee approved Amendment No. 2 to an intergovernmental agreement (IGA) with the City of St. Charles that authorizes a right-in/right-out access arrangement for a property at the northwest corner of Randall Road and Illinois 64.

Tom Rickard, Division of Transportation, said KDOT staff worked with St. Charles staff to finalize the amendment and that the IGA authorizes KDOT to proceed with permitting as development is considered by the city. Committee discussion centered on safety and precedent: several members, including Kaius and Kreis, said the proposed access lies outside recommended safe spacing and expressed concern it would be unsafe as traffic volumes grow. Chair Williams and other members said the property has been vacant for more than 20 years and that limited access has inhibited economic use; they supported the amendment as a balance between safety and redevelopment.

Several members suggested using frontage roads or other access patterns where feasible; others noted existing nearby dealerships successfully use existing access points. After debate the committee voted to approve the amendment and authorized staff to proceed with permitting.

Why it matters

The amendment affects access control on a high-volume county corridor. Committee members cited public-safety considerations and consistency with committee goals that list safety as the top priority. The approval allows a previously underused parcel to move toward redevelopment while directing staff to follow permitting and safety review processes.
