Roswell committee approves one-year insurance contracts totaling $1.41 million

The Roswell committee voted to approve a package of insurance contracts for the 2025–2026 coverage year that city staff said will lower the city’s overall property and liability premium while adding separate cyber and drone liability coverage.
City chief legal officer David Davidson told the committee the recommended contract bundle would be executed through the Georgia Interlocal Risk Management Agency (GRAMa) and Arthur J. Gallagher & Co., and he described a net decrease in property/casualty costs this year.
Davidson said the city’s insured value rose by about $63,800,000 but the property and liability premium decreased by roughly $40,000 because GRAMa agreed to cover flood insurance, which Davidson described as a federal requirement for cities. He also said the city would pay about $112,838 for cyber insurance through Travelers and $6,480 for drone liability through Global Aerospace, for a combined not-to-exceed total of $1,406,299.
David Davidson, chief legal officer, recommended approval and answered questions about budget impact and rebidding cadence. He told the committee the city typically rebids its insurance carrier every three to five years and last did a full market solicitation in 2022.
Councilmember Sarah Beeson moved the recommendation; Councilmember David Johnson seconded. The motion passed unanimously.
The administration said the approved amount is under the current budget line for insurance.
No additional policy changes were adopted; the committee approved the contracts and directed staff to proceed with execution and routine market review next year.
