Natural resources office reports $1.56M gross revenue, $781K apportionment for 2024

Shane Foley of Beltrami County’s Natural Resources Department reported that 2024 gross revenue for the department was about $1.56 million and expenses were about $780,000, leaving an apportionment of roughly $780,000 to distribute under state statute.
Foley said allocation follows statutory apportionment rules: approximately 24% to timber development, 20% to school districts, 20% to the county general fund, 20% to county parks, 6% to the county development fund and 10% to townships.
Using those percentages on the reported apportionment of about $781,000, Foley said timber development received roughly $190,000; school districts, county general revenue and county parks each received about $156,000; the county development fund about $45,000; and townships about $78,000 in total. He listed allocations to individual school districts: Bemidji School District about $122,000; Blackduck about $32,000; Kelliher about $2,000.
Foley described geographic variation in township receipts and noted District 1 frequently receives a larger share because of local timber and gravel activity (Turtle River Township was cited). He told commissioners that 2023 and 2024 have been stronger revenue years compared with earlier years affected by poor winter conditions.
Commissioners asked clarifying questions about which school districts or townships received payments in 2024; Foley responded that some jurisdictions had no timber sales in 2024 and therefore received no apportionment that year.
Foley closed by commending his staff and local mills and loggers for supporting active timber sales in the county.
