West Bend council swears in four aldermen; names council president, committee chairs and comptroller

The City of West Bend Common Council on April 15, 2025, swore in four newly elected aldermen and approved a slate of leadership and administrative appointments during its organizational meeting at City Hall.
The council administered oaths to Rhett Engle King (District 2), Matthew Sternig (District 4), John Spartz (District 6) and Erin Zingzaim (District 8). Each sworn-in member repeated the oath to support the U.S. and Wisconsin constitutions and to faithfully discharge the duties of the office.
The council then selected its internal leadership for the coming year. Alderman John Butchlick was nominated and, after accepting the nomination, was approved by the council to serve as council president. The council also appointed Butchlick to chair the Board of Public Works and selected Matthew Sternig to chair the Finance Committee. Those appointments were approved by voice vote.
By state statute, the council designated a city comptroller and the official city newspaper during the meeting. Mayor (presiding officer) announced the appointment of Carrie Winkelbauer as city comptroller; the council approved the appointment by voice vote. The Washington County Daily News was designated as the city’s official newspaper.
The council also approved a resolution designating public depositories and authorizing withdrawal of city funds; the body voted to suspend the reading of the resolution and accepted the version included in the meeting packet. The mayoral recommendations for Plan Commission appointments — Alderman Sternig and Alderman Sparks — were approved. A set of board, committee and commission appointments listed in the meeting packet was also approved with no substantive changes noted, aside from adding Alderman Rhett Engle King to the bid board and to the Tourism Commission in place of Alderman Allen, as explained by the mayor.
Several motions were carried by voice vote with little or no debate. The meeting included a brief scheduling discussion: the council expects to hold closed-session candidate interviews the week of May 19 (exact date and time to be confirmed) and noted the next regular council meeting was scheduled for the week of April 21.
The meeting was procedural in nature: most items were organizational appointments required at the start of the council term and were approved by voice vote without roll-call tallies recorded in the transcript.
