Tourism commission approves $430,000 transfer for Monterra improvements at WestWorld

Will Loftall, WestWorld general manager, told the commission Monterra has been in place since the early 1990s and that the city recently took over facility management. Loftall said the building “is in excess of 30 years old” and requires interior and infrastructure upgrades. “Phase 1 will be the interior with banquet hall, bar area, east and west entries, conference room, and multi-use restrooms,” he said. Loftall added the roof and air conditioning need work; a second phase would address outdoor areas and west-entry parking.
The commission was asked to approve up to $430,000 from savings in a prior capital project. Loftall also said WestWorld has already received $400,000 from the Bureau of Reclamation, which together would total about $830,000 for the Monterra improvements. Commissioners discussed anticipated uses for the smaller facility, including holiday parties, corporate meetings and weddings, and asked whether food-and-beverage services would be provided by WestWorld’s exclusive caterer; Loftall answered that the arena’s food-and-beverage provider would serve Monterra.
A commissioner moved and a second was recorded; the motion to allocate $430,000 was approved by voice vote. The commission discussed phasing and said the priority is to complete the Phase 1 interior work within the requested amount, adding Phase 2 work if additional resources are available.
Loftall said WestWorld conservatively expects about 50 events there in the first year and estimated combined rental and food-and-beverage revenue in the initial year at roughly $250,000, based on anticipated rental income of about $125,000 and his share of food-and-beverage revenue.
The commission did not record a roll-call tally in the transcript and no individual yes/no votes were named in the meeting record. The recommendation will move forward to the next steps in the city’s capital funding process.
Commissioners and staff also invited the commission to tour the facility after the meeting.
