The Tumwater General Government Committee voted to place a new service provider agreement with Bobby and Amanda's Cleaning Service for janitorial services on the council consent calendar with a recommendation to approve and authorize the mayor to sign.
Chris Graham, Tumwater facilities manager, told the committee the prior janitorial contract expired in March and that the city solicited proposals through an RFP, receiving 10 submissions. A four-person evaluation panel scored proposals and recommended the incumbent, Bobby and Amanda's, as the highest-scoring proposer. The new contract would run through March 31, 2028.
Council members asked about sustainable- product requirements and whether the contract spells out green certifications. Council member (unnamed in transcript) and another member asked where the contract or the RFP documents list preferences for products with environmental certifications. Chris said the current service mix is roughly "50/50" between existing products and greener alternatives and that some items will need to be phased out in the new contract cycle. He said staff would assemble a comprehensive list of products used and document what has been changed since COVID-era cleaning protocols. Staff and other department representatives (Karen and Chuck) agreed to follow up with the RFP and SPA specifications and to provide a list of the products and certifications used or requested.
Committee members said they were encouraged by evidence the city has expanded recycling and composting services at city facilities. The committee approved placing the contract on the consent calendar by voice vote.
