City Attorney Lehi Duncan told the council the change was prompted by low participation and staff time: “staff was actually struggling to get meaningful input and was really spending, an inordinate amount of time, trying to prepare meetings, get citizen engagement,” he said, summarizing why the administration brought the resolution forward.
