The Hollywood Park City Council voted April 15 to authorize design work and bid preparation for six street culvert crossings and a troublesome intersection at William Clausen and Donella, directing the city engineer to proceed with plans and to solicit construction bids once design is complete. Council capped the design authorization at $75,000.
City Engineer Frank Jasper described six problem locations — the Clausen/Donella intersection, culvert crossings on North Oak Drive, Ridge Trail/Trailcrest, and multiple sites on Sagecrest and Sterling Browning — where concrete culvert crossings and ponding areas are accelerating pavement deterioration. Jasper said the Clausen/Donella intersection has shown water intrusion near valve clusters and that the plan may require reinforced concrete surfacing over the intersection and subsurface drainage improvements (a perforated drain or French drain) to daylight water to an established discharge.
"When we open this thing up, we're probably gonna know," Jasper said of the Clausen/Donella site, noting crews found water in the past and that a robust repair likely includes reinforced concrete over a stabilized subbase and a drainage pipe to carry subsurface flow away.
Council discussed whether to bundle the smaller culvert repairs with larger pavement reconstruction projects to gain economies of scale. Staff said the town can use a Bexar County indefinite-quantity contract as a benchmark and to potentially tag onto contractor pricing, but cautioned that the contractor market varies and smaller discrete projects can sometimes attract better competitive pricing if bid as a package. For now, staff recommended proceeding with engineering design to generate accurate construction estimates and enable solicitation of bids.
Council amended the motion establishing a not-to-exceed design authorization of $75,000 and passed the authorization on a voice vote; the minutes record all members present voting in favor.
Next steps: the city engineer will prepare design documents and an engineer’s opinion of probable cost, then return to council with bid-ready plans and recommended procurement method. Staff said they will seek to combine projects where possible to improve contractor interest and pricing.
