DDA presses city on railroad‑lot enforcement, proposes bringing parking advisory duties into DDA

DDA staff reported sensor and utilization data showing heavy occupancy at Old School Square garage during weekends and evenings. Staff said the railroad lot (about 190 spaces in the 300/400 block area and currently enforced 8 a.m. to 6 p.m.) is free after 6 p.m.; several merchants and board members recommended extending enforcement into the late night — for example, to 2 a.m. — so short‑term spaces turn over for evening customers.
Board members debated options: extend enforcement to 2 a.m. in the lot to preserve turnover for evening customers; meter the lot after late afternoon; shift employees to underused Old School Square garage levels; or shorten the 9‑hour limit to a shorter turnover interval. One member called the problem a "parking perception" issue rather than an absolute shortage and urged targeted management changes rather than broad code changes.
The board also discussed the role of the Parking Management Advisory Board (PMAB). Staff noted that if the board wants to consolidate parking advisory functions under the DDA, that recommendation would need to go to the city commission for action. Several board members favored drafting a single set of recommendations for the commission: (1) change enforcement hours for the railroad lot to extend turnover into evening hours; (2) study metering or time‑limit adjustments in targeted lots; and (3) explore a program to direct employees to the Old School Square garage to free curb spaces for customers.
No formal policy change or vote occurred at the meeting. The DDA asked staff to collect public input, finalize suggested changes and bring a formal recommendation to the May meeting for possible transmission to the city commission and the parking advisory board.
