County, FPL and developers agree new permanent easement for Shoal River WRF; temporary facilities to be removed

Okaloosa County commissioners approved easement documents to terminate an existing temporary Florida Power easement and establish a new permanent power easement for the Shoal River water reclamation facility, actions intended to remove a power easement that bisected the proposed plant layout and to keep Project Opal moving forward.
County staff said Florida Power will remove the temporary facilities that currently bisect the project and will install a new permanent power service on the north side of the plant access road. The county’s construction team expedited the plant access road work to allow Florida Power to relocate the facilities; staff said the permanent power installation is scheduled by Florida Power to be completed by Aug. 30, with temporary facilities removed and a termination instrument recorded once the permanent service is in place.
Public Works and utility staff said if the permanent power is delayed, plant construction can continue on generator power to avoid a construction hold. Staff added they coordinated the easement revisions with economic development partners and the project lead (Project Opal) to reduce schedule risk.
Ending: The board voted unanimously to approve the easement terminations and new easement documents; staff will record the termination once Florida Power removes temporary facilities and completes the new installation.
