The Arizona House Rules Committee voted to recommend that House Bill 2945 is constitutional and in proper form by a 5–3 vote.
Vice Chair Carter moved the committee recommendation. Tim Fleming, an attorney with the committee, told members his office had reviewed House Bill 2945 and concluded it is constitutional and in proper form. Representative De Los Santos questioned whether House and Senate appropriations committees must report identical language for a bill to proceed; Fleming said Rule 7 (regarding substitution) and the Committee of the Whole can affect the path to third reading and that identical language is required on the version substituted for third reading if substitution is used.
On the roll call, Representative Carbone, Speaker Montenegro, Representative Willoughby, Vice Chair Carter and Chairman Hendricks voted aye. Representative Contreras, Representative De Los Santos and Representative Mathis voted nay. The chair announced the committee’s recommendation to find House Bill 2945 constitutional and in proper form.
The committee then adjourned.
