Senate Bill 2683 would prohibit public colleges and universities from providing benefits, funding, facility use or official recognition to student organizations that receive financial support from a foreign entity of concern. The bill as presented lists entities of concern consistent with federal definitions—initially China, Russia, North Korea and Iran—and allows the governor’s office to update that list.
Sponsor Senator Hughes said the bill targets foreign influence on campuses and cited concerns about chapters of student organizations receiving direction or support from foreign embassies or consulates. A committee substitute was sent up during the hearing; senators adopted the committee substitute without objection. The substitute, the sponsor said, strengthens the policy and aligns the definition of “entities of concern” across statutes and delegates coordination with the governor’s office.
The committee opened and closed public testimony on SB 2683 and left the measure pending subject to the call of the chair. No roll-call vote on the bill’s substance was recorded at the hearing.
