Board approves MSA survey agreement for South Vine Avenue design work

The Board of Public Works on April 14 approved a professional services agreement with MSA Professional Services to collect survey data for water and sewer facilities on South Vine Avenue between Second and Fourth streets.
Josh Moritz, acting public works director, told the board the work complements an earlier design contract for Vine Avenue between Fourth and Fourteenth streets and that the city received grant funding covering design and construction for the corridor. "MSA has provided a proposal for surveying services at an estimated cost of $1,500 per charged on a time expense basis," Moritz said. The board approved the agreement by voice vote.
Moritz said the city will enter a three-party contract with the Wisconsin Department of Transportation (WisDOT) and MSA for the design phase once negotiations conclude. Construction is scheduled for 2028. He explained that WisDOT will fund up to 80% of eligible design and construction costs but that the cost share does not apply to local utilities, so the city must separately contract for water and sewer survey and design work. A follow-up engineering services agreement for design will be sought after the survey is complete.
A board member asked why this section was delayed relative to the other Vine Avenue project. Moritz attributed the sequencing to different grant application cycles and said the two projects were submitted in later application periods. The board did not record individual vote counts; the motion carried on a voice vote.
