Subcommittee approves Construction Contractors Board budget request and key performance measures, advances SB 5509 to Ways and Means

The General Government Subcommittee on Wednesday approved the Legislative Fiscal Office recommendation for Senate Bill 5509, the Construction Contractors Board (CCB) budget bill, and advanced the measure to the Joint Committee on Ways and Means with a due-pass recommendation.
LFO presented a recommended 2025–27 other-funds budget of $23,370,802 with 60 positions (59.5 FTE), representing an 8.7 percent increase over current service levels. Key components of the recommendation included package 101 — $1,500,000 other funds and one limited-duration 0.5 FTE (operations and policy analyst 4) to complete replacement of the agency’s roughly 30-year-old licensing system; package 104 — $35,644 other funds to migrate IT hosting to the state data center; and package 105 — $337,949 other funds to address personal services costs including overtime, temporary staffing and pay differentials.
Administrator Chris Huntington confirmed the cost estimates were vendor-informed and described the agency’s plan to purchase a commercial product rather than build in-house. He said the board is staffed at about 59 positions currently and that the investments are intended to sustain service levels and complete system modernization.
The subcommittee also reviewed and approved the CCB’s nine key performance measures; LFO recommended no changes to the measures or targets. A committee member noted the CCB’s operational turnaround over the past decade under current leadership and supported approving the KPMs as presented.
The motion to accept the LFO recommendation and move SB 5509, as amended, to the Joint Committee on Ways and Means passed on a recorded vote. Representative Gomberg agreed to carry the bill to Ways and Means; Senator Anderson was identified as Senate carrier for the floor. Members recorded ayes for the bill including Representative Gomberg, Representative Rushley, Representative Chi Chi, Representative Tran, Representative Smith, Senator Anderson, Senator Manning and Senator Dvorak.
Why it matters: The recommended budget funds the replacement of the CCB licensing system, IT hosting migration, and personal services flexibility; the fee-ratification bill (SB 5510) and this appropriation proceed in parallel. Approving the KPMs preserves the board’s current performance targets for the coming budget cycle.
Next steps: SB 5509 will proceed to the Joint Committee on Ways and Means with Representative Gomberg and Senator Anderson carrying the bill for House and Senate handling, respectively.
