Council also approved an amendment to the PUD narrative to increase the allowed sign height from 15 feet to 20 feet.
Why it matters: The PUD and land-use change restrict the recently purchased parcel to church uses and allow Life Church to add an additional driveway onto Classen Boulevard (a state-maintained roadway), subject to ODOT review and required site and drainage controls. The PUD limits permitted uses on the newly included parcel to church-related activities, rather than the broader commercial uses allowed under the existing C-2 zoning.
What was said: Colton Wayman of Wallace Design, representing Life Church, explained the proposal and noted coordination with the Oklahoma Department of Transportation on driveway design. "This PUD proposes to only allow for church uses, on 2919 Classen," Wayman said. He told council the recently purchased parcel was previously zoned C-2 and the PUD would restrict it to church uses and associated activities. Wayman also said a pre-development meeting went well and that neighboring property owners and representatives from Hitachi had indicated support.
Site details and conditions: Wayman said the site plan in the packet shows existing paving and parking remain on the church property and that a culvert will be added under a swale near the new driveway. He noted the parcel is approximately 20 acres and that the PUD would cap impervious coverage at 50% for the lot. Council asked about tree preservation and existing trees; staff and the representative said landscaping must comply with the City of Norman zoning ordinance and that the plans will clarify tree removal or retention during site-plan review.
Amendment and vote: Council moved and approved an amendment to the PUD narrative to increase sign height from 15 feet to 20 feet; that amendment and the ordinance as amended were adopted on second and final reading by unanimous vote.
Ending: With the land-use and zoning approvals and the PUD amendment, Life Church may proceed with required engineering, ODOT driveway approvals for Classen Boulevard, and site-plan submissions subject to city staff review.
