Oshkosh Common Council certifies April election results, swears in mayor and council; Stevenson elected deputy mayor

The Oshkosh Common Council on April 15 approved the Board of Canvass filing of the official statement of votes from the April 1, 2025, election, swore in the newly elected members and mayor, and elected Councilmember Joe Stevenson as deputy mayor.
The resolution certifying the canvass — recorded on the consent agenda — declared Matt Mugebauer, Brad Spambauer, Joe Stevenson and Carl Bulow elected. The council approved the canvass by roll call, with all seven members voting aye. Following the certification the city clerk administered the oath of office to the newly elected council members and the mayor.
The reorganizational meeting then moved to select a deputy mayor. Councilmember Bulow nominated Joe Stevenson for deputy mayor. After three calls for nominations, the council closed nominations and voted; Stevenson received seven votes and was elected deputy mayor.
Actions taken at the meeting included formal approval of the canvass, administration of oaths, and the election of the deputy mayor. All recorded roll-call votes on those items were unanimous (7-0). Councilmembers recorded on the roll calls were Eslinger, Flom, Bulow, Stevenson, Nichols, Larson and Mugebauer.
The council also conducted routine procedural business for the new term, including seating assignments and a short recognition of outgoing councilmember Paul Eslinger for his prior service. The clerk announced a council budget workshop on the capital improvement plan set for June 25 at 5 p.m., and staff indicated a closed-session item scheduled for the next Tuesday will be rescheduled.
The reorganizational actions set the council’s leadership and official record for the new term; the body moves next into regular committee assignments and upcoming budget work.
