The Planning Committee reviewed a conditional-use request to allow a two-family dwelling at 480 Bell Street. Planning staff said the petitioner, James Ahlstrom, sought permission to convert a large single-family structure into two three-bedroom units and that both the planning staff and the planning commission recommended approval subject to conditions.
Antonucci told the committee that a 2003 zoning certification had shown the property as a legal nonconforming three-unit dwelling but that the city water department verified the property had no water service since February 2019, which "discontinued" the nonconforming status. He said the proposed conversion meets lot-size and off-street parking requirements and noted the city of Akron Housing Division raised no objections.
The petitioner told the committee he expects to invest about $150,000 in rehabilitation and that parking for both tenants will be located behind the building, with consideration for an existing easement used by a neighbor. "This was a single family home, very large, very dilapidated, and then we'll have around $150,000 invested in this to make it a 2 family home," Ahlstrom said. No members of the public registered opposition during the hearing.
The committee closed the public hearing and invited the petitioner to return for the committee's 5 p.m. session, when the committee will make a formal recommendation to council.
