The DCED program requires a local match — the engineer noted a 15 percent match for the small water and sewer grant — and asked the council to adopt resolutions next week so applications can be submitted. The engineer said it is permissible to file two applications (one for sanitary, one for storm) even if they technically compete against each other at review, because the two project types present distinct applications.
Separately, Pannoni reported the borough received a commitment letter for $150,000 through the Watershed Restoration Protection Program for a Providence Road project. The engineer said the commitment letter arrived electronically the day of the meeting and asked the borough to complete the required signature.
Councilors and staff discussed combining DCED efforts with Community Development Block Grant (CDBG) work; the engineer said CDBG typically does not support a single project at the $600,000 scale and recommended combining applications and funding sources where practical.
