What staff said: Director Grenier told council the city expects high demand over the event and would need extra enforcement, liaison and security staff. Reprogramming meters to raise street meter rates prior to the event was deemed impractical given the need to change over 700 individual meters twice in a short period; therefore staff proposed the temporary ramp rate increase. Grenier estimated roughly $6,000 a day in additional ramp revenue if the ramps reach 80–85% occupancy during draft days.
Scope and limits: Monthly parking passes and on‑street meter rates were not changed. The increased ramp rate applies 6 a.m. to 6 p.m. during the specified days; after 6 p.m. and on normal weekend hours existing rules apply.
Council debate and decision: Councilors voiced competing concerns about affordability for downtown visitors while acknowledging the need to cover additional event costs. After discussion the council approved the temporary increase for the three draft days.
