City staff presented Placer AI-derived visitation data showing significant year-2024 usage at O'Fallon parks and said the figures — which exclude children’s phones and City Fest attendance — likely undercount total users for summer programs and camps.
The presentation highlighted Rock Springs Rotary Park (more than 91,000 visits in 2024), strong usage at the Sports Park, Community Park and increases at Hesse (after pickleball courts and other renovations). Staff said Community Park ranks among the busier parks within 15 miles and that without the Sports Park the city still had about 217,000 unique visitors to park sites in 2024.
Committee members asked whether additional restrooms should be planned. Staff suggested that Savannah Hills Park, Barron Street and the Community Garden are the next likely restroom priorities and said adding restrooms can be placed on the Capital Improvement Plan for future consideration.
“...I didn't agree with [a resident] until I saw the numbers, and then I saw that stuff myself. So I would hope we would fit that in somehow in the long run,” a council member said after reviewing the data.
Committee members also discussed trail connections and parking impacts; staff said the planned Ogles Creek Trail will run through part of the neighborhood and that changes in trail access and connectivity may require future parking and access studies.
