Staff said the city wanted to begin engineering now so design and bidding can proceed in time to complete construction before the fall soccer season. “The sooner we can get the engineering going, the sooner we can get the bid done,” Andrew (staff member) said. Staff emphasized that no invoice will appear in fiscal 2025; the work was described as an FY26 item.
The committee recorded a unanimous vote to forward the resolution to the full council for final consideration. Chair Albrecht, Mr. Mylart, Ms. Foehn, Mr. Hodgson and Mr. Blackburn were recorded as voting in favor during roll call.
Staff said the city had responsibility to keep the procurement moving to meet season timing and that the Trust Fund will be used to pay engineering costs in FY26. The staff presentation also noted that lighting design work will accompany the parking-lot engineering so photometric and construction plans are ready for later review.
