Committee approves three-year landscaping contract and recurring mowing agreement

The landscaping contract covers 13 distinct public sites including roundabouts, municipal landscaping beds, libraries, fire stations and other city facilities; some sites include planting while others require bed maintenance and mulching, and the work also includes watering, staff said. The mowing contract sets a per-cycle price for mowing the city’s 52 included locations; the per-cycle figure will be adjusted if specific sites are added or removed during the contract term.
“There's an entire list that they have to do for each site. And every site is different,” Andrew (staff member) said, explaining the scope for the landscaping award. He added the city went to bid on March 17 and received multiple bidders for each contract.
Committee members asked logistical questions about how the mowing cycle will be billed and whether sites will be added during the contract. “There's 52 sites and there's a dollar amount attached to each site. So if we determine one site doesn't need it versus the other one does, then that amount will just be subtracted or added from the contract,” Andrew said.
The committee voted by roll call to forward both measures to the city council as recommendations. Chair Albrecht, Mr. Mylart, Ms. Foehn, Mr. Madsen and Mr. Blackburn were recorded in favor during the roll call.
The staff presentation said the landscaping award replaces an internally performed program and that a prior vendor, Focal Point, bid but was not the low bidder. Staff said the three-year landscaping contract is part of the normal three-year procurement cycle.
The committee discussion and votes were advisory; any formal contract awards will appear on the city council agenda for final approval.
