Council unanimously approves interlocal agreement for Chinook salmon conservation in WRIA 8

The Mill Creek City Council voted unanimously to approve a resolution authorizing the city manager to execute the 2026–2035 interlocal agreement for Chinook salmon conservation planning within Water Resource Inventory Area 8 (commonly called RIOT 8 in materials presented).
Council members voted to adopt the resolution after a staff presentation explained the regional program’s history and scope. Staff described the agreement as largely administrative, preserving the existing governance structure and funding formula, and noted the city’s annual share is modest (about $8,100 per year) based on a formula using population, assessed value and area.
Staff told the council the program, administered regionally, leverages grant funding and partners across the watershed and that previous Mill Creek participation had supported projects in the past. The resolution authorizes the city manager to sign the updated interlocal agreement so the jurisdiction can continue to participate in the next planning cycle.
The motion passed unanimously. Council did not amend the agreement at the meeting and staff said jurisdictions were being asked to sign to allow the plan to proceed for the 2026–2035 planning period.
