Town opens bids for PFAS supplemental investigation; one bid package incomplete, board authorizes technical review by outside consultant

The Kingston Select Board opened sealed proposals April 14 for supplemental site investigation work related to PFAS contamination at the Plains. Staff reported four submissions; after opening the packages the board found one vendor’s packet was missing the required pricing table (page 9), which made that bid administratively incomplete.
Board members reviewed the apparent totals in the available proposals and noted variation in cost presentation and that some files listed hourly rates or subcontractor quotes without a consolidated prime-contractor total. Because both town consultants had bid on the work, the board directed staff to obtain an independent technical review. The board voted to authorize Select Board Chair Glenn Koppelman (working with administrative staff) to retain environmental consultant Dana Treslow for a timely technical evaluation of the proposals and to return with a recommendation.
The board did not award the work at the meeting; staff will obtain the missing pricing table from the submitting firm, coordinate the technical review, and report back with a recommendation.
