Committee takes CID evidence-building bids under advisement after bid-spec error

Captain Holton and county staff explained the facility is needed to protect two evidence trucks and expensive equipment and to return the existing evidence bay to processing use. Bidders included R3, Morton Builders and KCS Building Group; staff read the bids on the record and noted R3 and Morton had been contacted but KCS had not been reached before bid submission.
Staff reported an inadvertent deletion in the bid specifications: the solicitation omitted a line requiring two 12-foot roll-up garage doors (the document reflected two walk-through doors). Because walk-through doors are materially cheaper than roll-up doors, staff said KCS’s bid might not reflect the corrected specification and recommended consulting the county attorney on whether to invalidate bids or proceed. The committee voted to take the matter under advisement so staff could seek legal guidance and verify bid compliance.
No contract award was made. Staff said they will return with legal guidance and a recommendation to the committee.
