Speedway council approves routine minutes, claims, right-of-way and digitization proposals; clears small insurance settlement

The council approved minutes and memoranda from prior meetings (March 10 and April 2) by unanimous voice votes.
Philip Faust, Town Clerk-Treasurer, presented a small insurance-claim settlement: Progressive Palo Verde Insurance Company offered a pro-rata payment of $443.84 to settle a December 6, 2023 incident in which a vehicle struck a town street sign and a utility pole. Faust explained the carrier’s policy cap and the town’s estimate that replacement costs exceeded the insurer’s payout; the council approved the release 5-0.
Faust also presented claims and utility adjustments for the period March 29 through April 29 totaling $1,582,545.61, noting payments for a recently delivered truck, a substantial payment to Leopardo Energy for an energy-savings project, and routine insurance charges. The council approved the claims 5-0.
The council approved a right-of-way purchase for $2,500 from GA and P Resources for a sliver of property at 2222 Cunningham Road needed for the Crawfordsville Road pedestrian enhancement project; staff said this was the first of up to seven acquisitions tied to the project and that the check will be recorded when issued.
The council also approved a proposal from RQAW for digitizing hard-copy plant and sewer as-built plan documents with a “not-to-exceed” figure of $10,000; staff estimated the likely cost between $4,000 and $6,000 and said the scanned files would be converted to AutoCAD and delivered to the town for ownership and backup.
All items passed by unanimous votes indicated in the meeting record.
