The Arlington City Planning Commission approved the North Sound Logistics Center design review on a motion that included a condition requiring the applicant to add modulation to the building's north elevation.
The project covers 9.71 acres on the west side of 50 First Avenue Northeast near the intersection with Longhouse Trail Lane Northeast in the light-industrial zone. The applicant proposes one new logistics/office building, on-site parking, walkways, landscaping and perimeter lighting, plus frontage improvements along 50 First Avenue and an unopened segment of 40 Seventh.
The commission's decision followed staff presentation and discussion about two principal concerns: the long, largely unarticulated north façade facing a nearby residential outpost and incomplete lighting specifications. Alex (Planning staff) told the commission, "I did not receive specific lighting details with the application; there were some lighting codes called out, but ... I wasn't able to get the actual fixtures," and said lighting could be conditioned to the building permit. During discussion a commissioner described the north façade as needing visual relief, saying it "will need to be broken up in some way, shape, or form." The applicant agreed to provide design options for additional modulation.
Design materials presented to the commission show storefront glazing and canopies at office entries on the building's southwest and southeast corners, rib paneling, rotated panel details and a palette of grays and wood-toned rib panels. The site plan places truck bays and primary truck access along the south side of the building, with truck circulation and parking internal to the site. Landscape plans show type A opaque screening along 50 First to reduce headlight glare, new street trees on the west side and parking-lot shading consistent with the city's tree and screening requirements. Staff noted a chain-link fence shown on early plans was removed after the applicant added opaque landscape screening.
Commissioners agreed lighting locations shown on the site plan—several street lights along 50 First and lot lights near vehicle entrances—appear to provide frontage illumination, but that final fixture selections should be provided and reviewed at permit. On the north elevation, commissioners asked the applicant to submit one or more modulation options that avoid a large, flat wall while respecting the property's required rated wall conditions.
The commission voted to approve the design review with the stated conditions. The motion called for the applicant to provide the required modulation for the north elevation and for final lighting fixtures to be reviewed and approved as part of building-permit submittals. The record of individual commissioner votes was not specified in the transcript; the chair announced the design review had been approved.
Next steps: the applicant must submit revised elevation drawings that incorporate the agreed modulation measures, and lighting fixture specifications will need to be provided during the permit stage for staff review and final approval. No formal deadlines for those submittals were specified in the meeting record.
