The presentation by Dr. Holmes, director at the Virginia Department of Housing and Community Development (DHCD), Appalachian Power representatives, River Street Networks and Charter Communications summarized four separate grant-funded efforts now active in Patrick County. Dr. Holmes said a 2022 Charter project is about 98% complete and that River Street’s regional projects—backed by Appalachian Power middle-mile fiber—are under construction with a combined completion target in 2026.
