On April 14 the West Palm Beach City Commission approved a substantial amendment (Resolution 73-25 and Resolution 95-25F) to the city's annual action plans for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.
Kimberly Spence, assistant director of housing and community development, told commissioners the amendment reallocates $396,560 in CDBG funds from public services and planning/administration in the 2023 action plan to eligible public facilities and improvement projects (projects serving >51% low- and moderate-income residents). The amendment also introduces anticipated program income for the 2024 action plan (an estimate of funds the city expects to receive based on prior years).
For the HOME program staff proposed incorporating program income earned between 2020 and 2023 and reallocating some prior homebuyer assistance funds to new construction and multifamily rental housing development for low-income persons. The revised HOME budget was reported at $361,711.
Because the change met federal thresholds for a substantial amendment, staff held a 30-day public comment period and published notice in the Palm Beach Post; the public comment period closed the night of the meeting and staff said they would include any comments with the HUD submission.
The commission moved and seconded approval; the mayor called the vote and the motions carried unanimously. Staff will submit the substantial amendment to HUD and execute required documentation to appropriate the reprogrammed and program-income funds.
