CRA approves three 30-day notices to solicit affordable-housing proposals in historic Northwest

The Community Redevelopment Agency on April 14 approved three resolutions (25-14, 25-15 and 25-16) authorizing publication of 30-day notices of intent to dispose of CRA-owned parcels in the historic Northwest for affordable housing development.
Gina Baker, project manager for the historic Northwest, described the properties as part of a portfolio the agency acquired around 2010 and said the lots present infill opportunities near local landmarks. Baker identified the parcels as 401 Division Avenue (corner of Division and Third Street, across from Friendship Baptist Church and near the Fantasy Island project), 639 Fourth Street (across from St. Patrick’s Episcopal Church and close to Fantasy Island) and 631 Sixth Street (adjacent to Styx Promenade). She said the agency will publish the notices locally, accept proposals for about 30 days and return to the board with recommendations.
Baker told the board the parcels are generally zoned residential; some lots have a commercial overlay and accessory dwelling units may be possible on certain sites. She said because the area is a historic district, staff will evaluate developers’ experience with historic-preservation requirements and will seek prequalification information on prospective occupants. Baker said the target affordability was about 80% AMI.
President Lambert, Commissioner Ward and Commissioner Warren discussed the need for a mixture of market-rate and affordable housing in the broader area; staff said market-rate opportunities exist elsewhere in the CRA portfolio and that the parcels under consideration were intended for affordable homeownership or small multifamily development. The board voted unanimously to publish the notices and solicit proposals.
Actions: Resolutions 25-14, 25-15 and 25-16 direct staff to publish 30-day notices to solicit proposals for affordable housing on the three properties; staff will return with proposals for selection.
