Finance director reports county finances steady at three quarters through fiscal year; SPLOST balances and enterprise fund status noted

Britney White, Newton County Finance Director, presented the March 2025 financial report on April 15, saying the county is roughly 75% of the way through FY 2025 and presenting revenue and expenditure figures.
White said general fund revenues year-to-date are about $83,900,000, or roughly 85% of budget, and general fund expenditures are about $70,300,000, or 70.5% of budget; revenues exceeded expenditures by about $13.5 million year-to-date. She noted revenues typically drop after January and that June is a significant month because the county leaves the books open for two months at fiscal year-end.
Enterprise funds report: the water fund had $9.3 million revenue and $5.5 million expenses year-to-date; the solid waste fund had $6.6 million revenue and $5.0 million expenses; the Gaithers and Factory Shoals Fund showed $168,000 revenue and $196,000 expenses.
SPLOST balances: the 2011 SPLOST had about $1.3 million remaining, the 2017 SPLOST had about $32.5 million remaining across six active projects, and the 2023 SPLOST showed a remaining balance of negative $1.8 million but the county noted that bonded projects exist and current collections for 2023 SPLOST are $37.9 million (about $7.9 million above original projections). Impact fee fund balance was reported at about $1.8 million with $342,000 in encumbrances.
Commissioner Edwards asked whether the county was comfortable with revenue vs. expenses heading into the fourth quarter; White replied, “Yes.” The board did not take formal action on the report beyond receiving the presentation.
