Developer seeks to subdivide Hinsdale Baptist parcel; trustees refer 620 N. Oak to plan commission

Trustees voted to refer an application for 620 North Oak Street, the parcel associated with Hinsdale Baptist Church, to the plan commission for a map amendment, tentative and final plat of subdivision and exterior appearance and site plan review.
According to staff, the parcel is approximately 1.7 acres: about 1.1 acres zoned IB (institutional) and roughly 0.6 acres currently containing two homes zoned R4. The developer indicated it would subdivide the land into six or seven code-compliant single-family lots. Staff said because the property exceeds the zoning ordinance threshold for park dedication, the developer may pay cash in lieu of park land; staff estimated that in-lieu payment at $109,771.20 based on the appraisal methodology described at the meeting.
Developer representatives showed preliminary renderings and told trustees the subdivision would yield conforming single-family lots rather than a denser development. Trustee discussion noted the outcome would convert institutionally zoned land to residential, which some trustees described as more restrictive zoning for the site.
During public comment, CJ Bach, a resident at 111 North Lincoln Street, urged the board to consider the village’s long-term park needs before approving redevelopment. Bach said the northeast portion of Hinsdale is underserved by park land and suggested the village consider setting aside funds for future land acquisition so the village would be positioned to buy parkland when opportunities arise.
The board’s referral sends the matter to the plan commission for detailed review of subdivision logistics, exterior appearance and any required public improvements including sidewalk extensions. Staff will return the application and commission recommendation to the board after the plan commission completes its review.
