Hinsdale board approves three-year GIS contract to consolidate infrastructure data

The Village Board voted to accept a three-year proposal from Gewalt Hamilton Associates to assemble and host Hinsdale’s geographic information system (GIS), a project staff said will centralize village infrastructure and permitting data.
Village President Matt said the village’s water distribution, pavement history, zoning and other records are currently scattered across files and individuals. The proposed Gewalt Hamilton work will digitize and layer those data elements so staff and outside consultants can access a single map-based database.
“The cost to prepare this database is $151,680 spread over three years,” Village President Matt said. He added that once the database is built, ongoing maintenance costs are expected to be significantly lower — staff estimated about $15,000 per year for maintenance thereafter.
Trustees and staff discussed technical portability and vendor lock-in. A trustee asked whether exported data would be usable by other platforms or consultant teams; staff said the implementation uses Esri software and that the village retains ownership of the data, and that the data can be shared with engineering firms.
Staff framed the project as an operational improvement with public-safety and asset-management benefits: crews could locate shutoff valves and hydrants more quickly, and consultants would not need to recreate maps for engineering contracts. The board approved the three-year agreement on the consent agenda.
